David Losiakou Pkosing (born 1977) is a Kenyan politician and development-focused legislator serving his third consecutive term as Member of Parliament for Pokot South Constituency in West Pokot County. First elected in 2013, he has been re-elected in 2017 and 2022 and is widely associated with the Kenya Union Party (KUP), which he co-founded in 2021 and where he is commonly described as party leader, even as recent reports also link him politically to the UDA orbit. In the 12th Parliament he chaired the influential Departmental Committee on Transport, Public Works and Housing (2017–2022), where he led scrutiny of major road, rail and aviation projects and sponsored transport-sector legislation such as the Kenya Roads Board (Amendment) Bill, 2022. In the 13th Parliament he has continued to occupy a powerful oversight role as Chairperson of the Public Investments Committee on Commercial Affairs and Energy (PIC-CAE), probing the performance and asset management of state corporations, including high-profile inquiries into land and infrastructure challenges affecting entities like Kenya Pipeline Company and Kenya Ports Authority. Pkosing’s political work is underpinned by a background in peace, development and church-based community organising. A Ford Foundation International Fellowship alum and CBS honouree, he holds a Bachelor of Education from Moi University, a Higher Diploma in Development Studies from an institution in the Republic of Ireland and a Master’s in Peace Studies from the University of Bradford (2005–2007). Before entering Parliament he served as coordinator with the Catholic Diocese of Kitale through the 1990s and early 2000s, then as Chief Executive Officer of the Kenya Film Classification Board from 2008 to 2012, where he worked on content regulation and youth protection policy. His areas of interest, as reflected in parliamentary records, include transport, infrastructure and public investments, and he has increasingly positioned himself as a national voice from the North Rift on questions of equitable development, resource allocation and the place of smaller parties like KUP within Kenya’s coalition politics.

News articles featuring David Pkosing
Leadership of powerful oversight committees: Pkosing has chaired two of the National Assembly’s most influential watchdog bodies—first the Departmental Committee on Transport, Public Works and Housing (2017–2022), overseeing major national road, rail and aviation projects, and currently the Public Investments Committee on Commercial Affairs and Energy (PIC-CAE), which audits the performance and asset management of key state corporations such as Kenya Pipeline Company and Kenya Ports Authority. These roles place him at the centre of scrutiny over multi-billion-shilling infrastructure and energy investments.
Founding and building the Kenya Union Party (KUP): As co-founder and de facto party leader of the Kenya Union Party, Pkosing has succeeded in establishing a regionally influential outfit that has delivered elective seats in West Pokot and positioned itself as a bargaining voice from the North Rift within national coalition politics. Through KUP he has leveraged local support to negotiate at the national table while still projecting an image of defending Pokot and other marginalised communities’ development interests.
