Prof. Palamagamba John Aidan Mwaluko Kabudi is a veteran Tanzanian legal scholar and politician. He was re-appointed as the Minister of Constitutional and Legal Affairs by President Samia Suluhu Hassan in August 2024, a role he famously held under the late President Magufuli. A former Dean of the Faculty of Law at the University of Dar es Salaam, Prof. Kabudi is considered the chief legal architect of the Tanzanian state's nationalist and authoritarian policies.
