Prof. Palamagamba John Aidan Mwaluko Kabudi is a veteran Tanzanian legal scholar and politician. He was re-appointed as the Minister of Constitutional and Legal Affairs by President Samia Suluhu Hassan in August 2024, a role he famously held under the late President Magufuli. A former Dean of the Faculty of Law at the University of Dar es Salaam, Prof. Kabudi is considered the chief legal architect of the Tanzanian state's nationalist and authoritarian policies. Kabudi is a brilliant orator known for his dramatic, highly academic speeches in Parliament. He was the mastermind behind Tanzania's aggressive overhaul of its mining laws in 2017, forcing foreign conglomerates like Barrick Gold to renegotiate contracts and pay massive settlements to the state. In his current tenure (2024-2026), he has been instrumental in drafting legislation that severely restricted civil society organizations, curtailed digital rights, and provided the legal framework that the Electoral Commission utilized to bar key opposition figures in the 2025 elections.
