Shakeel Ahmed Shabir (often styled Ahmed Shakeel Ahmed Shabbir) is a long-serving Kenyan politician and financial professional who has represented Kisumu East Constituency in the National Assembly since 2007, making him one of the longest-tenured MPs in the current House. Born in Kisumu in 1953, he attended Nairobi School before studying in the United Kingdom, where he obtained a Diploma in Accountancy and a Bachelor’s degree in Business Studies from Middlesex Polytechnic, followed by an MBA from Henley Management College and later a Master’s in Political Science at Maseno University. A former businessman and health-sector leader, he chaired New Nyanza Provincial General Hospital for over a decade and built a career in health management and consultancy before entering elective politics. Shabir first won the Kisumu Town East (now Kisumu East) seat in 2007 on an ODM ticket, then successfully defended it in 2013 and, remarkably, in both the 2017 and 2022 elections as an independent candidate—an unusual feat in an ODM stronghold that has made him a case study in personal political branding and constituency service. Before Parliament he served as Mayor of Kisumu (2000–2002), and in the National Assembly he has sat on key oversight committees, including the Public Accounts Committee and the Finance/Local Government Committee, and has been associated with anti-corruption work through leadership roles in networks such as APNAC/GOPAC Kenya. His style is widely described as hands-on, humble and development-focused, with particular emphasis on health facilities, education and infrastructure projects within Kisumu East.
