Dr. Paul Otiende Amollo (born 1 February 1971) is a Kenyan lawyer, Senior Counsel, constitutional expert and politician who has represented Rarieda Constituency in Siaya County in the National Assembly since 2017 on an ODM ticket. Regarded as one of Kenya’s leading constitutional lawyers, he first came to national prominence as a member of the Committee of Experts that drafted the 2010 Constitution, where he helped shape core provisions on governance, human rights and devolution. From 2011 to 2016 he served as the founding Chairperson of the Commission on Administrative Justice (Office of the Ombudsman), overseeing investigations into maladministration and citizens’ complaints against public bodies and earning the state honour of Elder of the Burning Spear (EBS) for his contribution to public service. A long-serving senior partner at Rachier & Amollo Advocates, he holds an LL.B and LL.M (Public Law) from the University of Nairobi, a Diploma in Law from the Kenya School of Law and additional training in human rights and humanitarian law from Lund University, and is a Certified Public Secretary, Notary Public and Commissioner for Oaths. His courtroom reputation has been cemented by his role as one of the lead counsels for Raila Odinga in the 2017 and 2022 presidential election petitions, where he argued complex questions of electoral law and constitutional compliance before the Supreme Court. In Parliament, Amollo has been an influential voice on justice and governance issues, serving on key committees such as Justice and Legal Affairs and Public Accounts, and is widely viewed as a bridge between Kenya’s constitutional design and its day-to-day practice in legislation, oversight and public debate.
