A career advocate with over two decades in private practice, Murugara trained at the University of Nairobi (LLB) and Kenya School of Law before joining leading corporate law firm Hamilton Harrison & Mathews, where he rose to partner and practised from 1993 to 2016, specialising in litigation, commercial and conveyancing work.  In Parliament he has also previously served on the Justice and Legal Affairs and Delegated Legislation committees, and has been recognised with a Head of State Commendation (HSC/CBS) for his public service. His professional affiliations include membership in the Law Society of Kenya and the Chartered Institute of Arbitrators, underscoring his grounding in both courtroom advocacy and alternative dispute resolution as he leads JLAC’s scrutiny of complex constitutional and legal questions.
