Chief of Staff & Head of Public Service
Felix Kiptarus Koskei (born 1964) is a Kenyan administrator and politician who serves as Chief of Staff and Head of the Public Service. He was born in Tinderet, Nandi County, and educated at Tachasis Primary School and Metetei High School. He later studied at the University of Nairobi, earning a Bachelor of Science degree and a Master’s in Strategic Management. He also holds additional honours from the University of Brunswick in Canada and the University of Botswana. Koskei began his professional career at the Kenya Posts and Telecommunications Corporation before moving to the Kenya Civil Aviation Authority in 2007 as a procurement manager. He later joined the Kenya National Highways Authority, rising to general manager for supply chain and support services. In 2013, he was appointed Cabinet Secretary for Agriculture, Livestock and Fisheries, a position he held until 2015, when his tenure ended following allegations of issuing illegal import permits. He subsequently served on the Judicial Service Commission before returning to government service. In October 2023, President William Ruto appointed him Chief of Staff and Head of Public Service. In this role, Koskei oversees coordination between the presidency and ministries, and has earned a reputation as the president’s trusted problem solver, often referred to as “Mr. Fix It.”
