Beatrice Askul Moe is a distinguished Kenyan public servant, social scientist, and consultant who made history as the first woman from Turkana County to be appointed to the national Cabinet. She currently serves as the Cabinet Secretary for the Ministry of East African Community (EAC), Arid and Semi-Arid Lands (ASALs), and Regional Development. Her career is defined by an extensive background in community development, water governance, and regional policy, reflecting a lifelong commitment to uplifting underserved pastoralist regions. Born in Lokichar, Turkana County, in the region of Kapese—an area notable for its oil exploration blocks—Askul's upbringing was deeply rooted in the challenges and potential of northern Kenya. Her early education began at Lokichar Mixed Primary School. Following her primary education, she attended St. Joseph Cheptirit Girls High School in Kapsabet, Nandi County. Despite facing early financial hardships that interrupted her secondary education, she persevered, eventually pursuing higher education to equip herself for public service. She holds a Bachelor of Arts degree in Social Sciences (Social Work) from the Catholic University of Eastern Africa (CUEA) and has furthered her academic profile by pursuing a Master’s degree in Governance and Ethics. Askul's professional trajectory began in the non-governmental and development sectors, where she focused on social behavioral change and community welfare. She served as a Relief Officer with the Oxfam Turkana Relief Program and later as a Project Officer for AMREF Kenya, managing livestock disease and community health initiatives in northern Turkana. These roles provided her with a granular understanding of the structural challenges faced by pastoralist communities, particularly regarding food security, water access, and economic marginalization. Her transition into public governance was marked by her tenure at the Rift Valley Water Services Board, where she served as a Director. During this period, she demonstrated leadership capacity by chairing both the Technical and Audit committees, positions that allowed her to influence regional infrastructure policy. She later leveraged this experience to join the Turkana County Government as a County Executive Committee Member (CECM), where she managed the docket of Water, Irrigation, Agriculture, and Land Reclamation under the administration of former Governor Josphat Nanok. In this capacity, she was among the pioneering leaders tasked with establishing the county’s administrative framework during the initial years of devolution. Politically, Askul has been an active participant in regional affairs, having previously sought elective office, including a bid for the Turkana South parliamentary seat and later the Turkana Women Representative position. Her appointment as Cabinet Secretary in August 2024 by President William Ruto represented a significant milestone for Turkana and ASAL communities, marking the first time an individual from the region has held such a high-ranking national position. As the Cabinet Secretary for the EAC, ASALs, and Regional Development, Askul is tasked with driving Kenya's agenda within the East African Community, while concurrently spearheading development initiatives for arid regions. Her tenure is focused on strengthening regional integration, promoting sustainable agricultural practices to address food insecurity, and implementing policies that protect the environment and livelihoods of populations living in fragile ecosystems. An advocate for inclusive development, she has pledged to utilize her, and the government's, resources to address the historical marginalization of ASAL areas, aiming to foster peace and economic resilience through collaborative regional dialogue.

In August 2024, during her parliamentary vetting for the position of Cabinet Secretary, Beatrice Askul faced public scrutiny regarding her educational background after the Committee on Appointments questioned a perceived gap in her academic qualifications, specifically the absence of a diploma between her certificate and degree.
In April 2025, amidst allegations of corruption and mismanagement of relief food funds within her ministry, Beatrice Askul was linked to reports of financial irregularities. However, subsequent reporting indicated that these allegations were associated with an internal conflict, as she was reportedly investigating the mismanagement and clashing with the Principal Secretary over accountability measures.
