A routine law enforcement operation against illicit brewing in Vihiga County has turned nearly fatal, leaving a local administrator fighting for his life and exposing the perilous conditions faced by grassroots officials.

A routine law enforcement operation against illicit brewing in Vihiga County has turned into a bloody nightmare, leaving a local administrator fighting for his life and highlighting the severe dangers grassroots officials face in the war against illicit alcohol.
Maurice Mbarani, the Assistant Chief of Kigama sub-location in Sabatia sub-county, narrowly escaped death after being viciously attacked with a machete by a local man. The horrifying incident has sent shockwaves through Muharia village, exposing the deadly lengths to which perpetrators will go to protect their illicit chang'aa enterprises.
The attack occurred during a tense confrontation over the illegal distillation and sale of chang'aa, a lethal traditional brew that authorities have been trying to eradicate. According to acting North Maragoli Chief Kenneth Ndagala, the assailant, identified as Boge Odera, accosted Assistant Chief Mbarani armed with a sharpened machete. In a fit of seemingly unprovoked rage—though locals assert it was direct retaliation for the chief's strict enforcement actions—Odera hacked at the administrator.
Mbarani suffered catastrophic injuries to his hands and face, with early reports indicating he nearly lost an ear in the barrage of blows. The sheer brutality of the attack left the chief bleeding profusely at the scene. "The Assistant Chief, Maurice Mbarani, lost a lot of blood after he was stabbed, upon which when taken to the hospital had to undergo an operation and a blood transfusion in order for his life to be saved," Chief Ndagala confirmed to the press.
The assailant did not stop with the local administrator. Operating in what police have tentatively described as a state of "mental illness" or acute intoxication, Odera proceeded to attack two of his neighbors. One neighbor was senselessly beaten, while the second was stabbed and subsequently rushed to the Vihiga County Referral Hospital in critical condition.
Area residents who witnessed the bloodbath remain in a state of deep disbelief, pointing to a rising tide of insecurity fueled by the local illicit liquor trade. Many locals believe the attack was a calculated act of intimidation. "He was attacked because he had been very vocal in opposing the production and sale of chang'aa in this area," one resident noted, underscoring the perilous tightrope walked by National Government Administration Officers (NGAO) in rural outposts.
The incident in Vihiga is not an isolated anomaly but rather a grim reflection of a nationwide crisis. Across Kenya, the government has intensified crackdowns on illicit brews following directives from the Ministry of Interior. However, the foot soldiers in this war—chiefs and assistant chiefs—are frequently thrust into volatile situations without adequate armed protection. They are expected to dismantle lucrative, deeply entrenched criminal networks armed with nothing more than the authority of their office.
The suspect, Boge Odera, was ultimately overpowered, apprehended, and handed over to authorities at the Mudete Police Station in Sabatia. While the law will take its course, the community is left grappling with the traumatic aftermath. Mbarani is currently recuperating at Jumuia Hospital in Kaimosi, where medical staff are monitoring his recovery following the life-saving blood transfusion.
As the Assistant Chief battles to regain his health, local leaders are demanding increased security protocols for grassroots administrators. The horrifying attack in Kigama serves as a stark reminder that the war on chang'aa is far from over, and the frontline defenders are paying a terrible, bloody price.
