Interior Cabinet Secretary Kipchumba Murkomen has signaled a sweeping transformation of Kenya’s registration services. Following the abolition of ID vetting fees, Murkomen announced that the government will roll out a fully digitized "Maisha Namba" ecosystem before the 2027 elections to eliminate the "ghost voter" menace.
The reforms are part of a broader strategy to secure the integrity of the electoral register. "We cannot go into another election with questions about who is a Kenyan and who is not," Murkomen stated. The new system will integrate birth certificates, IDs, and KRA pins into a Single Source of Truth (SSOT).
Murkomen’s most significant policy shift is the removal of the vetting process for border communities (Somalis, Nubians, and coastal Arabs), which he termed "colonial and discriminatory." By using biometric data instead of physical vetting, the state aims to speed up issuance.
With less than 18 months to the start of election preparations, the Ministry of Interior is on a tight deadline. The success of the ID rollout will determine not just service delivery, but the credibility of the 2027 polls.
