Samuel Chumel Moroto is the long-serving Member of Parliament for Kapenguria. He has been in parliament since 2002 (with a break in 2007–2013), representing the interests of the Pokot community. He is a former trade unionist (KNUT). Moroto is a fierce advocate for peace in the troubled North Rift region, often participating in peace caravans. However, he has also been accused of inciting violence during times of conflict. He focuses on education and livestock marketing in his constituency.
