Dr. Doto Mashaka Biteko (born 1978) is a Tanzanian politician currently serving as the Deputy Prime Minister and the Minister of Energy. He is the Member of Parliament for Bukombe Constituency. Biteko's political rise is one of the most astonishing in recent history; a former secondary school teacher, he was elevated to the cabinet by President John Magufuli in 2017 to clean up the notoriously corrupt mining sector. Biteko proved to be a fiercely effective technocrat. As Minister of Minerals (2019-2023), he successfully implemented the new mining codes, drastically increasing government revenue from artisanal miners and establishing regional gold trading hubs that crippled the black market. Recognizing his quiet competence and unshakeable loyalty, President Samia promoted him to Deputy Prime Minister and Minister of Energy in 2023. In this role, he was tasked with solving Tanzania's crippling power rationing crisis and overseeing the completion of the monumental Julius Nyerere Hydropower Project (JNHPP), solidifying his position as a potential future presidential candidate.
