Makueni Senator Dan Maanzo and Governor Mutula Kilonzo Jr.’s public engagement with the President on his development tour signals a potential strategic realignment in Ukambani, challenging the opposition's regional unity ahead of 2027.

President William Ruto’s four-day development tour of the Ukambani region, a traditional opposition stronghold, was marked on its first day by the conspicuous presence and participation of senior Wiper Democratic Movement leaders, including Makueni Senator Dan Maanzo and Governor Mutula Kilonzo Jr., both staunch allies of party leader Kalonzo Musyoka. This development on Wednesday, November 12, 2025, has ignited fresh analysis of the shifting political dynamics in a region pivotal to the nation's electoral calculus.
The presidential tour, scheduled from November 12 to 15, is set to cover Makueni, Kitui, and Machakos counties, with the stated aim of launching and inspecting key government projects. On Wednesday in Makueni, President Ruto commissioned the Kasikeu and Mikuyu bridges, launched the Emali-Ukia Road, and issued 2,140 title deeds to local residents, framing the visit as purely development-oriented. In a statement, the President emphasized his administration's focus on implementing infrastructure projects that "unlock the economic potential of our rural communities."
The warm reception from Senator Maanzo and Governor Kilonzo Jr. stood in stark contrast to the historical political friction between the Wiper party and the Kenya Kwanza administration. Senator Maanzo, who in October 2024 filed a censure motion against President Ruto, revealed he held a direct meeting with the President. Speaking to the public, Maanzo stated he received assurances on the completion of stalled projects, including the critical Thwake Dam. "Today, at the affordable housing site, we looked at each other eye-to-eye with the president, I asked the questions I have been asking his ministers, and he told me Thwake Dam is okay," Maanzo said on November 12.
President Ruto seized the moment to publicly court the local leadership, directly challenging Mr. Musyoka's influence. He asserted that Governor Kilonzo Jr. does not require "permission" from anyone to collaborate with the national government to serve his constituents. "Elected leaders are accountable to the citizens, not to any individual," Ruto stated, in a clear message to the region's political kingpin.
Political analysts observe that the Ukambani tour is a critical component of President Ruto's broader strategy to make political inroads into opposition zones by leveraging state-funded development projects. The Kenya Kwanza administration has been vocal about its intention to "snatch" the region from the opposition's grip, with the President vowing that Ukambani will not remain in the opposition. This charm offensive follows a period of strained relations, where Wiper leaders accused the government of disrespect and marginalization, and boycotted previous development-related meetings at State House.
Prior to the tour, some opposition leaders had claimed they were sidelined from the planning stages, raising questions about the visit's inclusivity. However, the public appearance and cooperative statements from the Makueni senator and governor suggest a potential shift in strategy from local leaders, who may be opting for engagement to secure development projects for their counties.
As the President proceeds to Kitui and Machakos for the remainder of his tour, the political implications of his visit are being closely watched across Kenya. The engagement with key Kalonzo allies has laid bare the complex interplay between development and politics, forcing a potential recalibration of strategies within both the ruling coalition and the opposition as the country moves closer to the 2027 general election.
