**NAIROBI** - Kenya has signed a landmark five-year health agreement with the United States, unlocking a combined KES 323.8 billion to fortify the nation's fight against critical diseases and bolster its journey towards Universal Health Coverage. The deal marks a significant shift in U.S. foreign aid policy.
Kenya and the United States have formalized a historic $2.5 billion (approx. KES 323.8 billion) health cooperation framework, a move set to channel significant resources into Kenya's primary healthcare system over the next five years. The agreement, signed in Washington D.C. by Kenyan President William Ruto and U.S. Secretary of State Marco Rubio, represents the first major bilateral health pact under the Trump administration's revamped 'America First' global health strategy.
This new framework fundamentally alters how U.S. health aid is administered. It replaces previous agreements managed by the now-dismantled U.S. Agency for International Development (USAID) and shifts funding away from non-governmental organizations directly to Kenyan government institutions. The goal, according to U.S. officials, is to increase accountability and empower partner nations to take the lead in their own healthcare futures.
Under the terms of the five-year deal, the United States will provide $1.6 billion (approx. KES 206.96 billion), while Kenya has committed to contributing $850 million (approx. KES 110 billion). This co-financing model is designed to gradually increase Kenya's domestic investment in health, with the nation expected to fully take over funding for health commodities and personnel currently supported by the U.S. by 2031.
President William Ruto lauded the agreement, stating it provides momentum for his administration's push for universal health coverage. "The framework we sign today adds momentum to my administration's universal health coverage that is focused on supply of modern equipment to our hospitals, efficient and timely delivery of health commodities to our facilities, enhancement of our health workforce, and health insurance for all," President Ruto noted.

U.S. Secretary of State Marco Rubio emphasized the strategic shift, stating, "We are not going to spend billions of dollars funding the NGO industrial complex while close and important partners like Kenya either have no role to play or have very little influence over how health care money is being spent." This new government-to-government approach is intended to build a more sustainable and self-reliant health system in Kenya.
The agreement also includes provisions for data sharing, recognizing Kenyan health data as a strategic national asset, which will be handled in accordance with Kenya's Data Protection Act. As Kenya becomes the first African nation to sign such a pact, its implementation will be closely watched as a potential model for future U.S. health partnerships across the continent.
