The Kenyan government has formally engaged the Russian Federation in diplomatic negotiations to secure the release and repatriation of its citizens ensnared in the Russia-Ukraine conflict. In a statement issued on Monday, October 27, 2025, Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Musalia Mudavadi, confirmed that Nairobi has been pursuing the matter for several months through diplomatic channels. The announcement follows mounting media reports and public concern over Kenyans being deceptively recruited and held in Russian military camps.

According to Mudavadi, a "crucial meeting" was held in September 2025 between Kenyan and Russian officials to address the plight of these individuals. The discussions focused on facilitating the safe transfer of affected Kenyans to the Kenyan Embassy in Moscow, from where their return journey home can be arranged. "The Government, through the Ministry of Foreign Affairs, has constructively engaged with the Ministry of Foreign Affairs of the Russian Federation in a bid to secure the release of the Kenyan citizens in distress and ensure their safe passage home," Mudavadi stated.

A Web of Deceit and Exploitation

The crisis sheds light on a sophisticated and predatory recruitment network targeting unemployed Kenyan youth. Mudavadi's statement highlighted the role of "corrupt and ruthless agents" who masquerade as working for the Russian government, using falsified information to lure Kenyans with promises of lucrative jobs. Instead of legitimate employment, these individuals find themselves on the front lines of the war in Ukraine. The Russian Ministry of Foreign Affairs has acknowledged the complexity of the issue, noting that victims from multiple nationalities are involved, often having signed what they believed were voluntary contracts with recruiters.

This pattern of deception is not unique to Kenya. Russia has been repeatedly accused of tricking citizens from various African and Asian countries into signing military contracts, often written in Russian, which the recruits do not understand. In September 2025, Kenyan authorities from the Directorate of Criminal Investigations (DCI) dismantled a trafficking ring in Athi River, rescuing 22 Kenyans who were awaiting travel to Russia.
