US Senator Jim Risch condemns Uganda's 2026 election as a sham and calls for sanctions against General Muhoozi Kainerugaba, labeling the nation an "exporter of instability."

The diplomatic gloves are off. In a blistering indictment that threatens to isolate Kampala on the world stage, influential US Senator Jim Risch has formally labeled Uganda an "exporter of instability." The Ranking Member of the Senate Foreign Relations Committee is now demanding immediate, targeted sanctions against General Muhoozi Kainerugaba, citing egregious human rights abuses and the subversion of democracy.
This escalation follows the highly disputed January 15, 2026, general election, which saw President Yoweri Museveni declared the winner of a seventh term with a contested 71.65% of the vote. Risch’s statement strips away the veneer of diplomatic niceties, exposing the deep frustration in Washington over a regime that has ruled for four decades and now appears intent on a dynastic succession that tramples on the will of the Ugandan people.
Senator Risch did not mince words, dismissing the recent polls as a "hollow exercise" designed solely to legitimize Museveni's grip on power. The opposition, led by the charismatic Robert Kyagulanyi (Bobi Wine), has rejected the results as "fake," citing massive ballot stuffing, internet blackouts, and the detention of over 2,000 opposition supporters. Wine himself remains under effective house arrest, his voice silenced by a ring of steel.
"Uganda is a key security partner, but we cannot ignore that it has become a prison for its own people," Risch stated. "The regime prioritizes domestic control through abduction and violence. It is time to reassess our relationship."
The explicit call for sanctions against General Muhoozi Kainerugaba, the Chief of Defence Forces and the President's son, marks a significant turning point. Muhoozi has long been viewed as the heir apparent, but his erratic behavior and command over units accused of torture have made him a pariah in Western capitals.
For President Museveni, the "Mzee" of East African politics, this is a crisis of legitimacy. He has long traded on his reputation as a guarantor of stability to deflect criticism of his domestic record. But with Washington now naming him an agent of chaos, that shield is shattered. The message from Capitol Hill is clear: the era of unconditional support is over.
