The blaze erupted just before midnight on Saturday at Birch by Romeo Lane, a bustling establishment in North Goa’s Aporna district. While hundreds of guests on the upper levels managed to scramble to safety, the situation in the basement was dire.
Officials confirmed that 20 staff members—primarily kitchen workers—succumbed to smoke inhalation and burns. They were effectively sealed in, as the basement lacked a mandatory fire safety exit. The venue’s layout, described by investigators as a labyrinth of violations, left them no chance of escape.
Among the victims were four members of a single family from Delhi, visiting Goa for the first time. According to reports, they had finished dinner and were safe, but the chaos of the moment led to a heartbreaking decision.
Harish Singh, a family friend, told the Hindustan Times that the group realized one sister was still inside as the flames spread. In a desperate bid to save her, three sisters and a husband rushed back into the venue.
“The sisters rushed inside, followed by Vinod to save their kin. Everyone was running around and some people were stuck in the kitchen,” Singh recounted. “The family tried to escape but couldn’t come out as everyone was pushing each other and there were no proper exits.”
The aftermath has been swift. Police in Goa have arrested the venue’s general manager, owners, and event organizers, charging them with culpable homicide not amounting to murder. Authorities emphasized that the club had contravened multiple safety regulations, a scenario that often plays out in rapidly developing tourist economies.
As investigations continue, the focus remains on the structural failures that turned a night of celebration into a mass casualty event. The tragedy underscores a universal truth in public safety: regulations are written in blood, and ignoring them inevitably leads to more loss.
