Benjamin Chesire Cheboi (born July 21, 1958) is a prominent Kenyan administrator and politician who currently serves as the Governor of Baringo County. A distinguished public servant with a long career in educational management and financing, Cheboi is noted for his role as the pioneer Governor of Baringo, holding office from 2013 to 2017 and returning to the position in 2022. Born in the Baringo district, Cheboi’s academic journey laid the foundation for his later career in public administration. He received his secondary education at Kabarnet Boys High School for his O-levels and attended Friends School, Kamusinga for his A-levels. He proceeded to the University of Nairobi, where he earned a Bachelor of Science degree in Mathematics and Chemistry. Later, he advanced his academic credentials with a Master of Science degree in Financing Higher Education from the University of Manchester in the United Kingdom. Cheboi’s professional career is deeply rooted in the higher education sector. He began his administrative trajectory in university management, serving as the Acting Academic Registrar at the Jomo Kenyatta University of Agriculture and Technology (JKUAT), where he was instrumental in the establishment of the university's admissions office. In 1996, he joined the Higher Education Loans Board (HELB), an institution that would become synonymous with his professional legacy. He served as the Deputy Chief Executive Officer from 1996 to 2000, before being promoted to the position of Chief Executive Officer (CEO). During his 12-year tenure as CEO, ending in 2012, Cheboi was widely credited for transforming the organization, improving loan accessibility for students, and establishing a revolving fund to ensure the sustainability of higher education financing. His leadership at HELB earned him recognition, including awards for excellence in ICT utilization and the prestigious Elder of the Burning Spear (EBS) state commendation. Beyond HELB, he served as a Commissioner for the Commission for Higher Education and as the inaugural president of the Association of African Higher Education Agencies (AAHEFA). Following the promulgation of the 2010 Constitution of Kenya, which introduced a devolved system of government, Cheboi resigned from his position at HELB in September 2012 to pursue elective politics. In the 2013 General Election, he vied for the Baringo gubernatorial seat on a United Republican Party (URP) ticket and secured a decisive victory, becoming the first Governor of Baringo County. His administration focused on devolution, service delivery, and infrastructure development, navigating the nascent challenges of the newly formed county government. In the 2017 General Election, Cheboi lost his bid for a second term, with Stanley Kiptis emerging as the winner. Following his departure from office, Cheboi remained active in public life and served as the Chairperson of the Agricultural Development Corporation (ADC) from 2017 to 2019. He maintained his political ambitions and, ahead of the 2022 General Election, successfully secured the United Democratic Alliance (UDA) nomination. In the August 2022 election, he made a successful political comeback, defeating the incumbent to reclaim the governorship. As Governor, Cheboi has emphasized the need for socioeconomic development in Baringo, prioritizing healthcare reform, security, and agricultural improvement, particularly in response to the perennial challenges of cattle rustling and drought in the region. He is married to Dr. Emmy Chesire. His legacy is largely defined by his transition from a technocratic career in higher education finance to a leadership role in sub-national governance, marked by his sustained efforts to improve administrative efficiency and service delivery within the county government.
