Kenya’s reputation as the region’s financial hub has been dealt a staggering blow.The 2025 ENACT Organized Crime Index has ranked Kenya fourth in Africa for criminality, explicitly citing the country as a "laundromat" for illicit proceeds—a phenomenon locally known as "Wash Wash."
With a criminality score of 7.18 out of 10, Kenya trails only the Democratic Republic of Congo, South Africa, and Nigeria. The report paints a damning picture of a sophisticated criminal ecosystem where state actors, financial institutions, and "tender-preneurs" collude to sanitize billions of shillings from narcotics, corruption, and cybercrime.
Ironically, Kenya’s advanced digital infrastructure has become its Achilles' heel. The country leads East Africa in cybercrime (rated 8/10), with mobile money platforms increasingly used to evade detection. "Kenya is no longer just a transit route for heroin; it is a full-service financial center for global cartels," the ENACT report states.
The DCI’s specialized units have made high-profile arrests, but convictions remain rare. As the "Wash Wash" culture permeates pop culture and politics, the line between legitimate business and organized crime is vanishing. For the honest taxpayer, the cost is inflation and a distorted economy where hard work cannot compete with "laundered" success.
