Cabinet Secretary pushes for legislative overhaul to hit 5.5 million visitor target.

The numbers are ambitious, the strategy is bold, and the clock is ticking. Tourism Cabinet Secretary Rebecca Miano has appeared before Parliament with a clear message: if Kenya is to reclaim its throne as the undisputed tourism giant of Africa, the legislative rulebook needs to be rewritten.
Facing the Senate, CS Miano laid out a comprehensive roadmap aiming for a staggering 5.5 million international arrivals by 2027. It is a target that would more than double the current figures, requiring a quantum leap in infrastructure, marketing, and policy support. Miano’s pitch was not just a wish list; it was a call to arms for the legislative arm of government to unlock the sector’s potential.
The core of Miano’s strategy is diversification. The era of relying solely on the "beach and bush" model is over. The Ministry is aggressively pivoting towards niche high-value markets that have remained untapped for decades.
However, ambition without resources is hallucination. Miano urged Parliament to collaborate on streamlining policies that currently bottle-neck growth. This includes reviewing visa regulations—building on the Electronic Travel Authorization (ETA) system—and ensuring the Kenya Wildlife Service (KWS) and other agencies are adequately funded to protect the very assets tourists come to see.
"Tourism must uplift Kenyan lives across all regions," Miano asserted, emphasizing a bottom-up approach that integrates local communities into the value chain. With earnings targeted at Ksh 1 trillion, the economic stakes are immense. The blueprint is on the table; the question now is whether Parliament will provide the tools to build it.
