Medical Justice report finds Home Office approach has led to ‘near total disregard for identified vulnerabilities’

The UK Home Office stands accused of "gross negligence" and systematic cruelty after a damning new report revealed that survivors of torture are being detained and deported under the government's controversial "one in, one out" migration scheme.
Medical Justice, a charity deploying independent clinicians to detention centers, has exposed a harrowing reality. Their latest audit of 33 detainees awaiting removal to France found that over half—18 individuals—bore clinical scars of torture or trafficking. Yet, the system designed to protect them has been rendered "futile."
"For many people, detention in the UK—not past trauma—was the moment they lost hope," the report states. This finding is a devastating indictment of a system that re-traumatizes the vulnerable. The "Rule 35" safeguard, legally mandated to identify and release torture victims, is being routinely ignored by caseworkers under pressure to meet deportation quotas.
One case study details a man who, despite medical evidence of past torture, was subjected to excessive force during a failed removal attempt. "My eyes were turning white and my breathing was difficult," he recounted. "I thought, 'Oh my God, I am going to die here.'"
Medical Justice is calling for the immediate scrapping of the scheme. They argue that clinical safeguards cannot function in a system built on the premise of rapid expulsion. As the UK government doubles down on its "stop the boats" rhetoric, the report serves as a somber record of the human cost—broken bodies and shattered minds locked behind the fences of detention centers.
