"For many people, detention in the UK—not past trauma—was the moment they lost hope," the report states. This finding is a devastating indictment of a system that re-traumatizes the vulnerable. The "Rule 35" safeguard, legally mandated to identify and release torture victims, is being routinely ignored by caseworkers under pressure to meet deportation quotas.

One case study details a man who, despite medical evidence of past torture, was subjected to excessive force during a failed removal attempt. "My eyes were turning white and my breathing was difficult," he recounted. "I thought, 'Oh my God, I am going to die here.'"
