Africa can no longer afford to be a spectator in its own security. That was the resounding message from Addis Ababa today as President William Ruto, the AU's Champion for Institutional Reform, tabled a sweeping proposal to dismantle the silos hindering the continent's peace and security architecture.
Two years into his mandate, the Kenyan Head of State is demanding action, not just rhetoric. His report, finalized after exhaustive consultations, identifies a "crisis of implementation" and proposes a lean, high-level panel of five experts—one from each major region—to redesign how the AU anticipates and responds to war.
Ruto's vision is anchored in the concept of a "fit-for-purpose" Union. The current bureaucratic sprawl has often left the AU paralyzed in the face of coups and transnational terrorism. The proposed reforms aim to leverage internal resources and, critically, UN Security Council Resolution 2719, to ensure sustainable financing for peace missions—a perennial headache for the bloc.
Furthermore, the President is betting big on technology.The proposal explicitly calls for the integration of Artificial Intelligence (AI) into the AU's early warning systems. This would allow the Peace and Security Council to detect emerging crises—from drought-induced migration to insurgent buildups—before they spiral into full-blown conflict.
For Kenya, this is a diplomatic masterstroke, positioning Nairobi as the intellectual engine of Pan-Africanism. But the real test lies in adoption. Will the Assembly of Heads of State embrace this radical surgery, or will it be buried in the graveyard of previous well-intentioned reports?
"We must eliminate the silos," Ruto urged. "Our security architecture must be as dynamic as the threats we face."
