The simmering tension over Kenya’s new healthcare model has boiled over into open war. Nairobi Woman Representative Esther Passaris has launched a scathing attack on the Social Health Authority (SHA), directly confronting Cabinet Secretary Aden Duale over the unaccounted KSh 11 billion that has seemingly vanished from the fund’s coffers.
In a fiery statement that has rattled the Ministry of Health, Passaris did not mince words. "KSh 11 billion is not pocket change," she declared. "That is the price of life for thousands of Kenyans." The legislator is demanding the immediate release of granular payment data, arguing that the opacity of the SHA is a cover for looting on an industrial scale.
The SHA was sold to Kenyans as a corruption-free upgrade to the scandal-ridden NHIF. Yet, barely a year into its operation, it is exhibiting the same symptoms: system outages, delayed payments to hospitals, and now, a massive financial black hole. Passaris argues that the KSh 11 billion gap could have hired 5,000 nurses or equipped every Level 4 hospital in the country with dialysis machines.
"I believe in Universal Health Coverage," Passaris clarified. "But I do not believe in funding a leaky bucket. We are deducting salaries from struggling workers to feed a beast that refuses to heal them."
The confrontation sets the stage for a parliamentary showdown. If Passaris makes good on her threat to summon the CS, the government will be forced to open the books. For the millions of Kenyans who see 2.75% of their income deducted every month, the question is simple: Where is our money? And more importantly, why are we still buying our own medicine?
