The Commission on Administrative Justice (Ombudsman) has unearthed a rot so deep within the Kenya Prisons Service that recruitment letters are effectively being sold to the highest bidder, with desperate youth paying millions for jobs that never materialize.
In an explosive report released today, the Ombudsman detailed a "deeply rooted graft syndicate" involving senior officers who have turned the disciplined service into a personal cash cow. Out of 17 complaints investigated, 12 were confirmed cases of blatant corruption, exposing a culture of impunity where badges serve as licenses to steal.
The report reads like a catalog of betrayal. In one egregious case, an officer identified as CPL F.K. allegedly pocketed a staggering Sh3 million (approx. USD 20,000) from a single family, promising to secure KDF slots for four young men. Another officer, CPL F.M., took Sh800,000 to "help" a man’s wife join the military. None of the victims got the jobs; they only got debt and heartbreak.
"These are not isolated rotten apples; this is a rotten orchard," the Ombudsman’s statement read. "Officers are soliciting money with arrogance, and when caught, they sign 'repayment agreements' as if they borrowed a soft loan, not extorted a bribe."
The revelations cast a dark shadow over the integrity of Kenya’s security forces. For the thousands of youth who turn up for recruitment drives with clean running shoes and hope, the report confirms their worst fear: that merit is a myth, and money is the only qualification that counts.
"We are cleaning the stables," the Ombudsman promised. But for the victims who sold ancestral land to buy a fake future, justice is coming too late.
