Lawyer PLO Lumumba has challenged Cabinet Secretaries to resign if they feel their "hands are tied" by political interference, dismissing their excuses as hypocrisy amidst enjoying state perks.

Celebrated constitutional lawyer and orator PLO Lumumba has delivered a scathing lecture to President Ruto’s Cabinet Secretaries, telling them to stop hiding behind the excuse of "orders from above" and resign if they cannot execute their mandates independently.
In a radio interview that has since gone viral, Lumumba tore into the culture of sycophancy and incompetence that plagues the current administration. With his trademark eloquence, he dismantled the defense often used by beleaguered ministers who claim their "hands are tied" by political interference. "When I hear someone say, My hands were tied, I say thats nonsense! If your hands are tied, you resign!" Lumumba thundered. "You cannot enjoy the perks of the office—the flags, the limousines, the salaries—while claiming you are powerless to serve the people."
The lawyer’s comments come at a time when several Cabinet Secretaries are under fire for non-performance in critical sectors like education, health, and energy. The public perception is one of a cabinet that is either incompetent or held hostage by State House operatives.
Lumumba’s argument is rooted in the constitutional principle of personal responsibility. Article 153 of the Constitution holds Cabinet Secretaries individually and collectively accountable to the President and the National Assembly.
"We have normalized the abnormal," Lumumba added. "In civilized democracies, a minister resigns when a train crashes or a policy fails. In Kenya, they buy a bigger car and blame the opposition."
PLO’s words are a direct challenge to the President’s men and women. They strip away the veneer of victimhood that incompetent officials often use to shield themselves from scrutiny. By framing resignation as the only honorable option for a "tied" official, Lumumba has set a new moral bar.
It remains to be seen if any CS will heed his advice. In a political landscape where resignation is viewed as weakness rather than principle, Lumumba’s call may be a voice crying in the wilderness. But for the frustrated Kenyan taxpayer, it was the gospel truth delivered with surgical precision.
