In a humiliating admission of administrative failure, the UK government has begun offering interest-free emergency loans of up to £10,000 (KES 1.8 million) to retired civil servants left destitute by a catastrophic backlog in pension payments.
The crisis, described by Cabinet Office Minister Nick Thomas-Symonds as "completely and utterly unacceptable," has left over 8,500 retirees without income for months. The debacle originates from a botched handover of the Civil Service Pension Scheme administration to outsourcing giant Capita, which claims to have inherited a staggering backlog of 86,000 unprocessed cases.
The human cost of this bureaucratic paralysis is severe. Reports have emerged of former public servants unable to pay for heating or food, with some facing eviction. "We are talking about people who served their country for 40 years being forced to beg for loans just to survive," Thomas-Symonds told a visibly angry Public Administration and Constitutional Affairs Committee.
Capita has issued a public apology, but for many, it rings hollow. The firm has deployed 150 additional staff to clear the backlog, promising resolution by the end of February 2026. However, unions argue that the reliance on private contractors for critical state functions is the root cause of the malaise.
