Nairobi, July 29, 2025 — In a strategic move to ensure actionable progress on the Memorandum of Understanding (MoU) between ODM and UDA, the Orange Democratic Movement (ODM) has announced the creation of a 10-member technical team that will work directly with counterparts from the United Democratic Alliance (UDA). This task force is designed to operationalise the 10-point agenda outlined in the MoU
Bridge the implementation gap: ODM Secretary-General Edwin Sifuna called the absence of such a team “the missing link” in activating the MoU’s agenda.
Focus areas: The team will prioritize execution of the National Dialogue Committee (NADCO) report, protection of youth livelihoods, safeguarding the right to peaceful assembly, strengthening constitutionalism and the rule of law, and combating corruption and public resource waste.
Renewed commitment: Amid internal party tensions and earlier criticisms—particularly by Sifuna, who had described the MoU as “dead”—the formation of this team signals ODM’s recommitment to the alliance under party leader Raila Odinga’s guidance.
Expanded mandate: Beyond formulaic implementation, ODM is leveraging the team to push for increased county funding—seeking to raise allocations from KSh 415 billion to at least KSh 450 billion—and for devolved functions to be fully transferred to counties.
