Former Law Society of Kenya president Nelson Havi said Parliament is captured by the executive, arguing that lawmakers follow State House orders and thus cannot hold the government to account.
Nairobi, August 14–15, 2025 — Former Law Society of Kenya president Nelson Havi has sharply accused the Executive of commandeering Parliament, asserting that legislators now act as an extension of State House rather than independent lawmakers.
Havi acknowledged President Ruto’s condemnation of corruption in Parliament, especially regarding MPs allegedly turning committee oversight into “extortion rings.” However, he argued the root issue lies deeper.
He warned that Parliament has effectively been “bought off,” describing legislative functions as dictated from State House and highlighting a troubling erosion of separation of powers.
“Our Parliament has been purchased, emasculated, and captured by the executive. … Decisions are made on the basis of what is decided at State House.”
Havi lamented that the only genuinely informed and independent Parliament in recent memory was the one just before Kenya’s 2010 Constitution—a stark contrast to today’s reality.
Havi’s remarks have reignited national discussion on the checks and balances in Kenya’s governance structure.
