A catastrophic paralysis of healthcare services in Mombasa County was narrowly averted late Tuesday night after the doctors' union reached a last-minute consensus with Governor Abdulswamad Nassir's administration.
Public hospital patients in Mombasa can breathe a sigh of relief. A looming doctors' strike, which threatened to plunge the coastal city's medical facilities into absolute chaos, was officially suspended just hours before its midnight commencement.
The resolution of this crisis is a critical case study in county-level governance and labour relations in Kenya. Ensuring uninterrupted healthcare delivery is paramount to the economic stability of the coastal region, and this late-hour diplomatic success underscores the necessity of honoring collective bargaining agreements to safeguard civilian health.
The Kenya Medical Practitioners, Pharmacists and Dentists' Union (KMPDU) had issued a stern seven-day strike notice, citing the county government's failure to honor the 2021 Return-to-Work Formula. Core grievances included rampant career stagnation, unresolved contractual employment issues, the persistence of manual payroll systems, and the non-remittance of crucial statutory deductions.
Following marathon negotiations, KMPDU Secretary General Davji Atellah announced a breakthrough. The county committed to immediate, actionable steps to rectify the stagnation. Specifically, it was agreed that 105 doctors will receive their long-overdue promotions by April 1, 2026, cutting across multiple job groups from the common cadre up to Job Group S. An additional 20 doctors are slated for promotion by July 1, ensuring comprehensive career progression.
Beyond financial and career progression issues, the negotiations touched upon the critical working environment for medical professionals in the county.
Governor Nassir confirmed the resolution, noting that while technical teams finalize documentation, the substantive issues are settled. He emphasized that portions of the 2021 agreement were already in motion prior to the strike notice, signaling his administration's underlying commitment to healthcare workers. The agreement also notably insulated medical practitioners from localized political harassment, allowing them to focus strictly on patient care.
"The governor has agreed to support us and protect doctors from any political interference or insecurity that may interfere with their work," Atellah declared, cementing a victory not just for the union, but for the fundamental integrity of Mombasa’s healthcare system.
