A new bilateral agreement leverages Estonia's world-class digital expertise to accelerate Kenya's climate goals, aiming to boost green technology investment, enhance environmental monitoring, and create sustainable jobs across East Africa.

NAIROBI – Kenya and Estonia have formally launched a strategic partnership to co-develop a new model for green growth, officials confirmed on Thursday, 27 November 2025. The landmark agreement aims to fuse Estonia's advanced digital government infrastructure with Kenya's dynamic green economy, positioning Kenya as a regional leader in climate technology and sustainable development. The collaboration focuses on practical technology transfer and joint innovation to tackle pressing climate challenges.
The partnership, announced following a series of high-level discussions and a cleantech event in Nairobi, will concentrate on scaling up climate-smart solutions by providing Kenyan firms with access to cutting-edge European technologies, new markets, and opportunities for joint ventures. According to Daniel Erik Schaer, Estonia's Ambassador to Kenya, the initiative builds on Kenya's established leadership in climate action and its growing reputation as a launchpad for cleantech innovation in Africa.
Estonia, a Northern European nation of 1.3 million, is globally recognized for its comprehensive digital society, where 99% of government services are online. This initiative will adapt elements of the 'e-Estonia' blueprint to support Kenya's environmental goals. The core of the partnership involves using digital tools to enhance transparency, efficiency, and data-driven decision-making in Kenya's climate adaptation and mitigation efforts. This aligns with Kenya's National Climate Change Action Plan (NCCAP), which guides the country's transition to a low-carbon, climate-resilient development pathway.
The collaboration is supported by the Estonian Centre for International Development (ESTDEV), which has been instrumental in fostering digital and green transition projects. The 'Estonia-Kenya Twin Transition Ecosystem Building' project, launched by Cleantech Estonia, aims to create durable links between the two nations' cleantech sectors, mapping opportunities for Estonian companies and strengthening Kenya's network of digital development partners.

Vincent Ogaya, a project coordinator at the Kenya Climate Innovation Centre (KCIC), noted that such cross-border collaborations are crucial for technology transfer and market linkages, ultimately speeding up the transition to a sustainable global economy. The initiative is also part of the wider 'Team Europe' effort, which supports over 150 projects worth €3.47 billion to boost Kenya's green transition.
Officials state the next phase of the cooperation will focus on moving from dialogue to delivery. By tailoring advanced technologies to local needs and ensuring shared accountability, the Kenya-Estonia model demonstrates that progress in climate action depends not on a country's size, but on its capacity for innovation and strategic partnership.
