Jersey amends data laws to allow sharing of resident information with UK credit agencies, ending years of financial exclusion and credit card rejections.

The government of Jersey has moved to dismantle a long-standing financial barrier, approving legal changes that will finally allow islanders easier access to credit cards.
For years, residents of the Channel Island have faced what amounts to "credit invisibility." Due to restrictive data-sharing laws, UK credit reference agencies could not access the electoral register or validated address data for Jersey residents. This bureaucratic black hole meant that solvent, creditworthy individuals were routinely rejected by algorithms simply because they lived in the "wrong" jurisdiction. The new amendment changes everything.
The amendment to the law allows the government to share specific data points—names and addresses—with UK credit agencies for the express purpose of credit checks and law enforcement. This alignment with UK standards is expected to reopen the market.
While distant from East Africa, the Jersey case study mirrors challenges in developing markets where "Know Your Customer" (KYC) data is often fragmented. It highlights the critical role of government data in facilitating private sector credit. Just as Kenya used mobile data to revolutionize credit via M-Shwari, Jersey is now using electoral data to reconnect its people to the global financial grid.
For the islanders, the wait is over. The "computer says no" era is ending, replaced by a system that finally recognizes their financial existence.
