Education CS Julius Ogamba Vows Swift Action Over School Capitation Glitch, Reassures on Exam Fees

KISII, Kenya – June 4, 2025
Education Cabinet Secretary Julius Ogamba has moved to calm growing unease among school administrators following a capitation funding error that left several institutions across the country grappling with unexpected shortfalls in per-pupil disbursements.

Speaking during a graduation ceremony in Marani, Kisii County, CS Ogamba acknowledged the glitch and assured headteachers that the Ministry of Education is urgently addressing the issue.

“We are aware that some schools received significantly lower capitation than expected. This was a technical oversight, and I want to assure all affected institutions that we are taking immediate corrective action,” Ogamba said.

Call for Transparency and Quick Reporting

The CS encouraged principals and headteachers whose schools have been impacted to report discrepancies without delay by reaching out to ministry officials or through their respective regional education offices.

“Our goal is to ensure no learner is disadvantaged due to a funding delay. The integrity of our school funding system remains a top priority,” he added.

National Exam Fees Fully Covered

In a move aimed at further easing the financial burden on parents, CS Ogamba also reaffirmed the government’s commitment to fully cover all national examination fees for candidates this year. He clarified that these costs will be met through a separate government allocation, independent of the capitation funds designated for operational school expenses.

The dual announcement comes at a critical time in the academic calendar, as schools prepare for the final leg of the term and national exam preparations begin in earnest.


Education stakeholders welcomed the Ministry’s swift response but urged for long-term reforms to improve funding reliability and communication with schools across the country.
