Nationwide Safety Alert Sounded

The Government of Kenya has issued a nationwide safety alert following the intensification of the October-November-December (OND) short rains, which have resulted in moderate to heavy downpours across multiple regions. In a statement released on Friday, 31st October 2025, Government Spokesperson Dr. Isaac Mwaura called on Kenyans to exercise extreme caution to mitigate the risks associated with the adverse weather conditions.

“The government is closely monitoring the ongoing short rains, which have brought moderate to heavy rainfall across several regions including the highlands, Nairobi and the coastal areas,” Dr. Mwaura stated. He acknowledged that while the rains are crucial for the country's agricultural sector, they simultaneously pose significant threats to life and property through flash floods, landslides, and hazardous road conditions.

High-Risk Zones Identified

The Kenya Meteorological Department (KMD) had earlier issued a heavy rainfall advisory, warning that precipitation could exceed 30mm within a 24-hour period in numerous counties. The advisory, which remains in effect, identified several areas at high risk for flooding and landslides. These include counties in the Lake Victoria Basin (Kisumu, Homa Bay, Siaya, Migori, Busia), the Rift Valley (Narok, Baringo, Nakuru, Trans Nzoia, Uasin Gishu, Elgeyo Marakwet), and the Highlands West and East of the Rift Valley.

Residents in Nairobi and surrounding counties such as Kiambu, Murang'a, and Nyeri, as well as those on the slopes of the Aberdare ranges and Mount Kenya, have been specifically urged to remain on high alert. The KMD notice, issued on behalf of the Acting Director by Kennedy Thiong'o, emphasized the danger for communities in landslide-prone areas and low-lying flood basins.

Multi-Agency Response Activated

In response to the escalating situation, the government has activated a multi-agency response framework coordinated by the National Disaster Operations Centre (NDOC). According to Dr. Mwaura's briefing, these teams comprise personnel from the National Disaster Management Authority, security forces, and county administrations. Their mandate includes conducting rapid response operations, supporting evacuations where necessary, and clearing blocked transportation routes to ensure the flow of essential goods and services.

Humanitarian organizations, including the Kenya Red Cross Society, have also heightened their preparedness. The Red Cross has reportedly placed its aqua-rescue teams on standby in flood-prone areas like the Tana River basin and has been conducting community sensitization on safety measures. These coordinated efforts are designed to prevent the loss of life and minimize property damage, drawing on lessons from previous flood events that have impacted the nation.

Special Focus on National Examinations

The government has placed a particular emphasis on ensuring the ongoing Kenya Certificate of Secondary Education (KCSE) examinations proceed with minimal disruption. Dr. Mwaura confirmed that contingency plans are in place to facilitate the secure and timely transport of examination materials and personnel, even in areas with challenging weather conditions. He urged school administrators and parents to promptly report any emerging challenges to the relevant authorities to ensure immediate intervention. So far, no major disruptions to the examination schedule have been reported.

Public Advisory and Safety Measures

Authorities have issued clear safety guidelines for the public to follow for the duration of the heavy rains. Citizens are strongly advised to adhere to the following precautions:

• Avoid driving or walking through moving or stagnant floodwaters.
• Do not attempt to cross flooded bridges or waterlogged pathways.
• Secure loose structures, including rooftops, against strong winds that may accompany the rains.
• Minimize exposure to lightning by avoiding sheltering under trees or near grilled windows during thunderstorms.
• Stay updated with the latest weather forecasts and alerts from official channels, primarily the Kenya Meteorological Department.
