In a historic rupture with decades of diplomatic caution, the European Union has formally designated Iran’s Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization, signaling a new era of confrontation with Tehran.
The decision, driven by Germany and France, follows months of "horrific" crackdowns on protesters in Iran and the IRGC’s deepening military alliance with Russia. EU Foreign Policy Chief Kaja Kallas declared that "repression cannot go unanswered," effectively placing the elite Iranian military force on the same legal footing as Al-Qaeda and ISIS.
"Terrorist is indeed what you call a regime that crushes its own people in blood," stated European Commission President Ursula von der Leyen. The move is not merely symbolic; it criminalizes membership, freezes assets, and bans travel for thousands of IRGC affiliates across Europe. It shatters the remaining fragments of the 2015 nuclear deal framework, which relied on open channels with Tehran.
Tehran’s response was swift and furious. Foreign Minister Abbas Araghchi warned of "massive impact" on energy markets and threatened to close the Strait of Hormuz, a vital oil chokepoint. "The EU has shot itself in the foot," he posted, accusing Europe of bowing to "American bullying."
For years, the EU hesitated, fearing the collapse of nuclear talks and the safety of dual nationals held hostage in Iran. That hesitation is over. By targeting the IRGC—the economic and military spine of the regime—Europe has decided that the cost of inaction now outweighs the risks of escalation.
