Citing economic contributions that now dwarf traditional exports, Kenyans abroad are escalating their push for direct representation, demanding a radical overhaul of the electoral law before the 2027 polls.

Kenyans living abroad are mounting a determined campaign for 16 dedicated seats in Parliament, an audacious demand backed by their colossal KES 780 billion (approx. $6 billion) annual contribution to the economy. The move represents a significant escalation in the diaspora's quest for a direct voice in the nation's governance, challenging Nairobi to recognise their economic might with political power.
The core of the issue is straightforward: while diaspora remittances have become Kenya's single largest source of foreign exchange, surpassing tourism, tea, and coffee combined, their role in the democratic process remains minimal. This glaring disparity has fuelled a unified push for what they term "economic justice," arguing that their financial stake in the country's future warrants a seat at the legislative table ahead of the 2027 General Election.
Leading the charge is the Kenyan Canadian Association (KCA), which recently unveiled a detailed "Diaspora Bicameral Parliamentary Framework Proposal." The proposal was formally presented to President William Ruto's Special Advisor, Jaoko Oburu Odinga, during Jamhuri Day celebrations in Canada, signalling a direct engagement with the executive.
The framework calls for a significant amendment to the Elections Act to create:
"The Kenyan diaspora commands over one million votes, a decisive electoral force whose engagement cannot be overlooked," emphasized Ephraim Mwaura, President of the KCA. He noted the deep frustration stemming from the 2022 elections, where a paltry 10,444 diaspora members voted, and only for the presidential ticket, due to severe logistical hurdles.
The financial argument is the diaspora's most potent weapon. Remittances have become a critical pillar of Kenya's economy, providing vital foreign exchange that stabilizes the shilling and supports millions of families. Data from the Central Bank of Kenya (CBK) confirms this trend, with inflows hitting a record $4.95 billion (approx. KES 640 billion) in 2024. Projections for 2025 suggest this figure could even surpass the KES 1 trillion mark.
This financial lifeline, which directly funds everything from school fees and healthcare to real estate investments, is now being leveraged for political inclusion. The argument is clear: if our money is good enough to build the nation, our voices must be heard in its laws.
The path to representation is fraught with challenges. The Independent Electoral and Boundaries Commission (IEBC) has acknowledged the need for reform, with Commissioner Ann Nderitu confirming the body is exploring technology-driven solutions like e-voting to simplify participation. However, a full rollout requires significant legislative and logistical groundwork.
While the government launched the Kenya Diaspora Policy in 2024, committing to protect and engage citizens abroad, concrete steps on political representation remain pending. Some diaspora groups have previously floated the idea of a "County 48," though the current push for dedicated constituencies is seen as a more practical approach to integration without creating parallel governance structures. Proponents point to countries like France, Italy, and Senegal, which have long provided direct parliamentary representation for their citizens abroad, as a viable model for Kenya to follow.
As the 2027 election cycle draws nearer, the government faces mounting pressure to act. "Without enabling legislation, Kenya risks another cycle of disenfranchisement," Mwaura warned. The coming months will reveal whether the diaspora's economic clout can finally unlock the doors to Parliament.
