National Government CS Dr. George Kindiki emphasized Kenya’s commitment to a bottom-up development model, calling for active citizen participation in planning and local decision-making to ensure inclusive growth.
Nairobi, Kenya – May 23 — Cabinet Secretary for National Coordination, Dr. George Kindiki, has reaffirmed the Kenyan government’s steadfast commitment to its “bottom-up” economic transformation agenda, underscoring a shift towards more inclusive and locally driven development.
Speaking at a public engagement, Kindiki emphasized that national planning must place local communities at the center of economic decision-making to ensure equitable growth across all regions. He described the participatory approach as not only strategic but essential to correcting long-standing regional disparities.
“The era of centralized, top-down directives is behind us,” Kindiki stated. “We are now championing a model that empowers ordinary Kenyans to shape their own development paths, from infrastructure priorities to essential service delivery.”
He noted that the government is working closely with county administrations and grassroots stakeholders to align projects with community-specific needs. This consultative model, Kindiki added, is already being implemented in infrastructure rollouts, budget planning, and the provision of public services.
Kindiki also pointed to ongoing engagements between national and county leadership as a testament to the government’s resolve to make devolution meaningful and impactful. “Development must be people-driven, and that begins with listening—really listening—to citizens,” he said.
His remarks come as a renewed endorsement of President William Ruto’s long-term vision of economic transformation, which hinges on broad-based participation and the devolution of decision-making power to the grassroots.
