The diplomatic gloves are off. In a historic policy shift that threatens to upend the fragile geopolitics of the Middle East, the European Union has formally added Iran’s Islamic Revolutionary Guard Corps (IRGC) to its list of terrorist organizations.
The decision, finalized by EU foreign ministers in Brussels today, marks the end of Europe’s long-standing policy of engagement with Tehran. Driven by Iran’s brutal crackdown on domestic protesters and its supply of drones to Russia for the war in Ukraine, the bloc has crossed a red line that Tehran has repeatedly warned would lead to "severe consequences."
The turning point came from Paris. For months, France had blocked the move, arguing that it would close the door to future nuclear negotiations. However, in a major reversal, French Foreign Minister Jean-Noel Barrot announced today that France would back the listing, citing the "blind violence" unleashed by the IRGC against Iranian citizens.
"Repression cannot go unanswered," declared EU diplomat Kaja Kallas. The move signals that the EU is now aligning more closely with the US "maximum pressure" campaign.
By branding the IRGC—a state military force—as terrorists, Europe has effectively declared that the Iranian regime is illegitimate. As the sanctions take hold, the window for diplomacy is closing, and the drumbeat of confrontation in the Persian Gulf is getting louder.
