Amidst the noise of daily politics, a silent revolution is taking place in Kenya’s governance structures. According to governance expert Javas Bigambo, the implementation of the "10-Point Agenda"—the product of the National Dialogue Committee (NADCO)—is beginning to bear fruit, offering a glimmer of hope that the country is moving from personality-based politics to issue-based reforms.

The agenda, born out of the truce between the government and the opposition following the 2024 protests, was dismissed by many as a paper tiger. However, two years down the line, Bigambo argues that the "incremental gains" are undeniable. "We are seeing the institutionalization of dialogue," Bigambo notes. "It is boring, it is slow, but it is working."

Pillars of Progress

The opinion piece highlights several key areas where the agenda has triggered a reset:

• IEBC Reform: The reconstitution of the electoral commission has followed a strictly bi-partisan script, reducing the likelihood of a contested 2027 election.
• Economic Inclusion: The "Hustler Fund" evolution into a more structured SME support system aligns with the agenda's focus on closing the inequality gap.
• Healthcare Accountability: The transition to the Social Health Authority (SHA), while rocky, is forcing a level of digitization and transparency that was absent in the old NHIF.

The Missing Link: Political Will

Despite the optimism, challenges remain. Bigambo warns that the "political class" is still the biggest threat to the agenda. "The laws are good, but the players are bad," he writes. He points out that while the executive has shown commitment to the paperwork, the operationalization of funds often hits the snag of corruption.

The 10-point agenda represents a rare consensus in Kenyan history. For the first time, the "Blackbox" of Kenyan politics—negative ethnicity and winner-takes-all—is being pried open. As Bigambo concludes, "There is so much hope, not because the politicians have changed, but because the rules of the game are finally changing."
